Suzanne asked, “Upcoming (Nov 2024) ballot will have another Measure H to vote on. So, Chico will have another sales tax increase??? Say it isn’t so“
I emoted on that briefly here –
I asked the question “for what”. Today I read an article in the Howard Jarvis Taxpayer Association newsletter “Taxing Times” that answered that question.
Tim Bittle, Chief Counsel of HJTA writes, “As local governments demand that voters approve higher taxes, we thought it would be interesting to see how they’re spending the tax dollars you already give them.” He tells the story of a Bay Area Housing Bond (covering nine Bay Area counties) that was dropped from the November ballot because polls showed the measure would lose.
I think a lot of voters would agree that “The greatest need of most local governments is not to build housing, but to balance their budgets – budgets bloated with high employee salary, health insurance and pension costs.” But I wasn’t surprised to read that in the Bay Area’s proposed bond district, “more than 11,000 county and city employees receive $300,000 or more in annual compensation, in fact, a large percentage of that receive more than $400,000/year.”
So here’s Chico already having passed a one-cent sales tax measure, and now Butte County wants to put another cent on top of that. I hear Suzanne asking me right now, how many Chico and Butte County staffers are members of the $300K Club? Good question Suzanne, thank you.
I always check Transparent California because their figures are mostly up-to-date and have compared favorably with the Secretary of States publicpay.gov site.

https://transparentcalifornia.com/salaries/2023/chico/
There you have 8 county and 6 city employees who are members of the $300K Club. How about the county staff sergeant who turns a $114,000 salary into almost $450,000 in compensation – does he live at the sheriff station? Look at the compensation packages, wow, just imagine going to the hospital with that kind of insurance.
Transparent California also lists the individual’s Pension Debt, meaning, their share of the awesome doom that hangs over our local government finances. The unrealistic employee payroll contribution isn’t spit on the griddle, especially with the compounding interest on the unpaid portion. And they want to stick the taxpayers with the big nasty mess they’ve left. Like that roommate that never kicks in on the groceries. Or the rent. Or the utility bills.
The payments are siphoned out of every department, at the expense of infrastructure and other services. The city of Chico budgeted $18 million toward this year’s “catch-up” payment. Next year it will be over $20 million, and more every year.
Adding gas to the fire are the constant salary increases – after the voters passed the city’s Measure H, our manager and his head secretary took two salary increases adding up to 11% over the next year. Head Secretary will be making $198,000 in salary, which will add her to the $300K Club.
So, do you think we should give them more money? Of course you know my answer – NO on H.
Thank you for the info. It belongs on 8 billboards.
Well the average billboard is about $850 a month so start passing the hat. In the meantime, you can share a link to this post wherever people will slow down to listen. Seriously, these people are like children cutting up a pie, you should go to a daytime committee meeting and hear what they are really talking about. City Council meetings are just a dog and pony show, the decisions are made at the day meetings.
yes to “NO on measure H”! Our property tax bill arrived Saturday; an included document shows that 19% of property tax is going to the county currently. Any sales tax increase should be limited to the unincorporated areas of the county
Thanks for the heads up Suzanne, I haven’t seen our prop tax bill yet, wondered if anybody had theirs yet. Yeah it’s crazy that both city and county can tack a separate sales tax measure on the state tax,but I think we’d have to have a constitutional amendment to change it. And you may have heard what the Governor did to the taxpayer protection act – wouldn’t even let it on the ballot. We need to defeat the county’s measure, and I’d say, vote out the incumbents on Chico City Council who stuck us with it. They knew they couldn’t get 2/3’s approval, so they shouldn’t have run City Measure H either.
Spread the word!
Thanks for the links to the Butte County and Chico government salaries. Staggering. Pension costs will eventually bring the chickens home to roost on all those big city salaries. County poised to do same as Chico with tax hike? Does seem like double taxation of Chico residents. No on H.
Dave please share those links to Transparent California – tell people to sit down when they open. Also, I can’t believe how many people don’t realize that county and city sales taxes are cumulative – the voters are just sitting ducks these days.
I don’t think this is correct. It is not one cent, it is one percent. AND Chico ALREADY passed Measure H. This is a chance for the REST of the county to vote on it and increase their sales tax to get the same GREAT government services Chico has since Chico passed Measure H. Hope this helps to clear up the confusion.
Have you read the measure Susan?
And speaking of property tax. YES ON MEASURE C!
First you need to look at the salaries –
https://transparentcalifornia.com/salaries/2022/school-districts/butte/chico-unified/
Now let’s talk about test scores –
https://caaspp.edsource.org/sbac/chico-unified-04614240000000
Here’s the overview: ‘In the overall Chico Unified test results for 2023, 55.01% of students met or exceeded the state standard in English, while 44.99% did not, a change of -0.16% from 2022. In math, 40.03% of students met or exceeded the state standard, with 59.98% not meeting it: a change of 1.11% from 2022.
I think that’s poor, and I don’t think money is going to do anything about that. These people are making education more expensive without actually educating anybody. NO ON MEASURE C.
A friend of mine has a question for Susan – are you a product of Chico Unified Susan? But you don’t know that one percent of a dollar is a penny? Or that 100 x .01 is 1? That means a penny on every dollar, Dip Shit.
Again, NO on C
Well, EVERONE is supporting these tax increases, even the sheriff, Vanoverbeek, Larry Wahl, Ann Schwab and Butte County Republicans and Maureen Kirk and on and on.

Do you think everyone else is wrong and you are right?
And besides, Mike Wolcot and the entire staff of the Chico Er said we should pass these tax increases so we should probably vote for them.
These measures are going to pass, guarantee it! Your property tax is going up, your sales tax is going up. Get used to it. It won’t be the last time. Besides, there is nothing you can do to stop it.
And yes, I went to Chico schools which is one reason I am voting for the tax increases.
You are a very creepy bully. First you try to pass misinformation on my blog, saying the tax isn’t a full cent when it most certainly is, and then you tell me, just get used to it?
Is that what you tell all your victims?
You just can’t accept that EVERYBODY who is ANYBODY in this county wants these tax increases. The people who oppose tax increases are just too ignorant to understand the need for higher taxes. We are lucky that in this county the majority will support higher taxes. And I am proud that after the sales tax increase passes we at 9.25% will have an even higher sales tax than Sacramento. And I know the majority of voters in this county will support increasing the sales tax even more in future elections. And if you don’t believe that just look at the endorsements for the sales tax increase, all the city councils, county supervisors, government officials, Rotary Club, Chamber of Commerce, on and on and on. Not a single government or business leader or anyone else opposes them. https://www.yesonhbuttecountystrong.org/endorsements
wow girl, in your other comment you denied that the tax was a one cent tax, now you’re proud to have a 9.25% tax rate? You’re purposely spreading misinformation about this tax. I’m guessing your name is not Susan, I already know you’ve used a fake email address – I’m going to guess you’re a publicly employed liar who has been told by management to get out there and tell everybody to vote yes on more taxes. Are you coming to us from your desk at your taxpayer supported job?
What kind of services are you mentioning anyway – the regular fumigating of Downtown Plaza for cockroaches? The camp clean-ups? Because the road work is not being done with Measure H money like the signs say but with federal and state grants (ask Mike Mangas at KRCR).
